Bipartisan Consensus

Building up the robust system that would lead us to almost ending hunger in this country was a firmly bipartisan enterprise. The architects of the Food Stamps Act in Congress – and for years, the program’s greatest champions – were Democratic Senator George McGovern and Republican Senator Bob Dole. The two were leaders of opposing political parties, but nevertheless could agree that the widespread levels of hunger in America were unacceptable.

They worked together, and with President Johnson, to build broad, bipartisan consensus in support of anti-hunger legislation – a political consensus that would last in Congress for decades.
