But after the stock market crash of 1929, the American economy simply collapsed. Unemployment reached 25%, and incomes declined by over 40%. And now hunger was painfully widespread, and powerfully visible. Early in the crisis, President Herbert Hoover insisted that existing charities could provide for the massive amount of people in need.
